Not directly unfortunately.
As a workaround, you could give the product or item that you wish to
have free shipping on an unusually high weight. Then create a custom
shipping option for that specific weight or weight range if in case your
customer would like to order more products or items, then make the
price for that weight range in your custom shipping method equal to zero
(0).
Keep in mind that if you have other shipping options that apply to the
order, they will also show, however, if the price is 0 on one and more
on the other, the customer is likely to select the zero (0) shipping
price option.
