Log into your Admin panel, Go to Content
> Content Pages and select your active homepage. In the Rich text
editor select the banner you wish to link to a category, then click on
the link icon above that looks like a chain link.
Go to the storefront via the "go to store mode" item on the top right
hand side of your admin and find the category page you wish to link to.
Once you are on the page, look in the address bar of your browser and
copy the entire address you see there. Then go back to your admin panel
and paste this in the link properties box to create a link to that page,
and save.
