For some reason on the merchant's order details for their customers, the referrer is showing as paypal/westpac which would be the page before checkout is complete but not where the customer actually came from.
There is a exclusion list on Google Analytics. You need to enter paypal.com to that list so GA won't see the paypal as a referral.
