How to change the order of Shipping Options at Checkout
The shipping option which has the smaller ID number goes toward the top.
Naturally the ones created earlier have smaller numbers.
So if x option is on the top and you want to move bottom; you need to delete and recreate it.
i.e create them in the order you want them to appear in.
